美國財政部長米努勤(Steven Mnuchin)26日正式宣布的川普稅務改革提案，是美國「史上最大的減稅(biggest tax cut)」方案。他證實方案中要大降公司稅(corporate tax rate)，從最高的35減到15，大減20％的稅。但川普大減公司稅，難道不怕政府的稅收大減，造成聯邦赤字？brbr川普認為跨國公司放在海外的盈餘26兆美元，可以藉由這合理的低稅率，讓這些跨國公司把錢帶回美國來投資。像是蘋果留在海外而不願帶回美國的盈餘──2150億美元。川普政府「非常堅定」美國可以達到三％或以上的經濟成長，這足以支付減稅帶來的稅收減少衝擊，且還有從避稅天堂帶回來的「數兆美元」。brbr川普以雷根為偶像，雷根政府主張減稅幫助了經濟的復甦、製造了更多工作機會，最終將使聯邦政府獲得更多稅收，從1980年代初的每年5,170億美元大幅提升至超過1萬億美元。川普的減稅原則是，讓百姓能夠自由管理手中鈔票，肯定比政府管理百姓上繳的稅金更有效率。只要百姓手中可運用的錢多了，就會花錢消費甚至儲蓄，刺激經濟。brbr川普採取原則，在雷根政府時代，刺激了經濟成長，但值得注意的是鼓勵花錢固然達到了經濟成長之效，但在十年後這樣的通貨膨脹也加大了美國的貧富差距。brbr企業稅大降廿個百分點意味著美國聯邦政府十年稅收將銳減二兆美元，能否靠經濟成長所增加的收入來補足預算赤字缺口，已成為共和黨內部有待化解的爭議。 Comment from : @SAILORJIN |
