 The first thing I do when grading a coin is to look at the luster in the open fields and compare it to the luster among the letters If it is not the same, the coin is circulated Now this doesn't count bag marks which are undoubtedly more prevalent in the open fields I see many graded coins in the low MS category, which, in my opinion, have been circulated As you rotated your coin, (very necessary for grading), I saw distinct patches of luster wear So my vote is AU 55 to 58

 Nice half eagle ICG is pretty good with older coins however their modern coins tend to be over graded Your half eagle has really nice luster though it has some bag marks Good luck on re-slabbing it!
