As many people are pointing out, it can be 2 things: the weapons' damage contains decimals that are rounded up on the hit marker OR it's to give ONE LAST chance to the victimbrAs the shooter, it can be frustrating to witness your opponent at 1HP, but as the victim, it can feel relieving
