It was a wring puzzle shown by you @LOGICALLYYOURS BECAUSE when you perform the second move the top right coin remains touched with a single coin not with 2 coins which is illegal according to rule so the solution is invalid

I thought all coins will be touched with a minimum of two coins but in the second movement, the top coin touched with only one coin so I think there is a very impossible task to complete with a minimum of two touches in every 3 steps

I got a slightly different solution in that I moved those last two coins simultaneously so that when their final position occurred, they would be touching each other, and each coin will be touching the second coin when they ended up in their final position

Technically you could do this in one movebrJust move the 4 outside coins at the same time and place them carefully without disturbing the middle coins The rules say nothing about not moving multiple coins

there is also other way ,brin which first coin that is center could be move brbt in this case ,it would be feel like we not making it hexagon bt at last it will be hexagonbrstep 1: move center coin to the left side touching two coins br2nd step: move the coin up (that is just below of the coin placed by step 1) br3rd step: move the 1st disturbed coin to complete hexagonbr: )
