Looking at this scene in Family guy today and between both characters, Quagmire is literally worse The difference between both characters today is that Quagmire is being more dishonest and while he knows he is awful, which is good, Quagmire is also not trying to change either which is the one of the reasons I hate Quagmire Brian has actually improved over the last few seasons, he is still a jerk yes, but he is at least more honest and more tolerable Let me point out that Quagmire lied to Carrie that he loved dogs and said Brian was his dog and Quagmire never intended to tell the truth and unlike Brian who was going to admit it Brian intentions with Kate were to tell her the truth(and they made up eventually) and Brian was open about Kyle and protected him from those bullies and was also open about Holly too and Brian still cares for Stewie and Brian saved him after Lois was trying to drown him for a pill That’s proof why Brian has become a better character
