I would argue you should just stop minting pennies Still accept them as valid money, just stop making new ones Eventually businesses, being in effect a product of the economy, will naturally start adjusting their prices to round off at 5 cents

Well, with the presses, you put in three pennies and a quarter The pennies get pressed and the machine keeps the quarters So you're paying the government 25 cents to be allowed to destroy 3 cents

Defacing currency actually isn't illegal unless you can no longer tell how much the coin/bill is worth Which considering it's still obvious that pressed pennies are still pennies I'm sure it's probably still legal
