An estate that large would have had a lawyer I know they charge for even a phone call It would have been worth it I think the money is gone There are many stories of law enforcement confiscating money and not giving it back even when nobody is convicted of anything I don't think the bank is liable in any way The bank employee should have told you to consult a lawyer Maybe they did and that part is being left out
