Finaicial crimes have to carry penalities which vastly outstrip the profits achieved due to the illegal activity otherwise you are simply encouraging people to engage in the crimes because it makes good business sense to do so This is especially the case since not all crimes will be caught or prosecuted and the justice department is never going to be able to prove all of the illegal gains
