I think Rocky was much more corruptive than General Kim because Rocky killed Nick's father, he spread drugs all over Los Angeles, and he stole General Kim's counterfeit loot And I think Kim was desperate to help out poor people and he had no further options because I heard him say in an alternate episode that it was for his country, proclaiming that they would no longer suffer in starvation, which is what happens to all homeless people
