So how do you stop someone being disadvantaged? This is the one I don't see good ideas on Pay? Massively improved primary and secondary schools in poor areas with no tax base (I taught in a poor school with dead mice in the walls and rodent infested classrooms)? Have the IRS automatically apply the EITC without waiting on a form? Subsidize childcare? it's pretty obvious that there has been no improvement in the economic status of the bottom 20 since the 1970s, so nothing we've tried so far seems to work
