So how do you stop someone being disadvantaged? This is the one I don't see good ideas on Pay? Massively improved primary and secondary schools in poor areas with no tax base (I taught in a poor school with dead mice in the walls and rodent infested classrooms)? Have the IRS automatically apply the EITC without waiting on a form?
