For those having trouble with the red crow not showing up what I found more useful is once you killed the first target instead of just going into the alleyway, quick as you can go back to the start and find him again He shouldn't be too far from the building you started in Doing this seems to make him go to the alley everytime

a curiosity in this mission, if you pull out a gun in middle of all the people they dont get alerted its like their function in this level is just walk they dont notice what you do if you get alert it will be because a cop or a guard saw you,but the people multitude cant "spot" you

Suggestion (not complaining :-D) 1An old guy should be killed by mine bomb which has to be place in the luggage 2A lady should be killed by an accident by dropping piano over her head 3Every doors you can look through the key-hole, no need to open again and again
