There was a move a few decades ago to close the mental hospitals which were considered inhumane So this is the direct result It's considered more humane I suppose for the mentally ill to be turned out onto the streets and live on the sidewalks or wind up behind bars This is a classic case of liberalism running amok Good intentions lead to a worse outcome for both those who are sick and society at large
